为了提高国内指挥控制建模的水平，从概念模型、计算机仿真模型以及在大型作战仿真系统中的应用3个方面来综述国外指挥控制建模的思想、方法和手段，分析可借鉴的地方以及存在的问题。概念模型重点介绍了NATO SAS050概念模型和网络中心战的概念框架，计算机仿真模型分别从行为模型、组织模型和信息交互模型3个方面进行阐述，并对指挥控制模型在大型作战仿真系统如CFOR,WARSIM2000等中的具体应用进行了描述。最后对国内指挥控制建模提出了建议。

The advanced ideas, methods and means of foreign command and control modeling were introduced from three aspects of the conceptual model, computer simulation models and its application in large scale combat simulation systems. The advantages and disadvantages were analyzed. For the conceptual models, the NATO SAS050 conceptual model and network centric operation conceptual framework were introduced. The computer simulation models were described from the aspects of behavior models, organization models and information exchange models. The application of command and control models in the large scale simulation systems, such as CFOR and WARSIM2000 etc, were presented.
